Consider printing the Pad Eyes lying on the side so strands of filament are oriented parallel to the curve. Printed standing up as shown, the part is inherently weak and will tend to split under tension between layers. For ABS, acetone vapor bath can smooth the surface, increasing strength.
Sure, that seems like it would work. I printed these with .32 layer heights (with a 0.4 nozzle) using PETG and they're pretty strong. I did have one break, but that was from getting the kayak into (or out of, not sure which) my truck, not from stress.
