It shouldn't: PETG has been used commercially for making water bottles. The water may or may not affect some of the additives in the printed part, such as the dyes, plasticizers, and whatnot, or they may leach out into the water. The polymer itself should be unaffected though. That said, if you're thinking about using this for residential plumbing....please don't. 3D printing is a poor choice for this kind of application.

Short answer: maybe? If you're trying to bond PETG to PVC, you might have a bad time, but I can't find any information about it either (in literature or online).

Long answer: I've seen some people report that some PVC pipe cements work well for bonding a PETG part to another PETG part. Others have said they've had bad luck except with certain products. I don't know about cleaners, though: you might end up with one cleaner damaging PETG but working just fine for PVC, (or not).

PVC and PETG are members of different polymer classes: PETG is a polyester, whereas PVC is a vinyl polymer. As you can imagine, they're pretty different chemically speaking. There might be some products that will work with both, but it's not guaranteed that all of them will.

If you're trying to do something like using pipe cement to bond PETG to PVC, it may or may not work. That's essentially a form of solvent welding in which the solvent melts some of the plastic it's applied to, and then fuses the joined parts together leaving a single solid piece after it evaporates. Bear in mind, though, that most polymer pairs don't mix at all. In the case of polyesters, I know that some are miscible with PVC, but others aren't--I wasn't able to find any literature talking about PVC/PETG blends specifically.

If in doubt, look at the SDS and TDS of the cleaner or glue, and write down the ingredients. Then check a chemical compatibility chart for PETG to see how it's affected by each ingredient, and compare that against the results from a chemical compatibility chart for PVC. Alternatively, you can buy some really cheap PETG and experiment with it before going all in on a premium reel of filament.
